A Data Management Plan (DMP) states what data a project will produce or reuse, how it will be stored and backed up, who may access it, and what happens to it when the project ends. Most Canadian funders now require one, and the Tri-Agency Research Data Management Policy makes it a condition of many grants.
For secondary-analysis projects like most in this program, the DMP is less about collection and more about the conditions attached to data you did not collect — retention limits, redistribution restrictions, and what you are permitted to publish.
